VIJAYAWADA: The Animal Husbandry Department has announced performance-based incentives to contract and outsourcing workers in the department, making the workers unhappy.

The contract employees, who are demanding permanent pay scale as per the Professional Regulation Commission (PRC), have been silenced by the government by providing performance-based incentives. The department has issued three different orders in last four months regarding performance-based appraisals.

The contract staff started agitating when the department announced the performance-based incentives by dividing them into three grades depending upon their performances for multi-purpose dairy extension officers (MPDEOS). However, the government, disregarding their opposition, issued two more notices.
The MPDEOs, who were demanding hike in salaries, are at present are getting just Rs 8,000 per month.  They argue that as per the rule, they were supposed to draw Rs 11,000 per month, however, the government in the name of performance-based incentives is cheating them of their rightful salaries.

However, the government seems to be least bothered about their grievances and continue to issue GO after GO modifying the earlier orders pertaining to performance-based incentives.

A, B, C category

Agitating employees point out that as per the GOs issued four months ago, the incentives are classified into A, B and C grade. While A grade will be given `3,000 hike, B grade will get `1,000 hike and those getting grade C will get no hike. 

The GO 331 issued on December 6 also specifies that payment made to the contract employees deployed at the check posts would also be given salaries based on their performance.  

The variation between the incentives offered for different employees of the same grade is making the employees dissatisfied. Now, with government contemplating similar plan for other departments, the contractual employees across the departments are worried.
