Ranchi, Dec 15 (PTI) The winter session of JharkhandAssembly today ended with all the three working days beingdisrupted by the Jharkhand Mukti Morcha (JMM) MLAs over landacquisition law and domicile policy.

The JMM MLAs disrupted the House on these twin issueson all three days, prompting Speaker Dinesh Oraon to expresspain for the disruption.

"A large part of four daysÂ’ of the session have gonein disruption. With great pain I would like to say that notone oral answer from the government out of 258 questions couldcome -- that included short duration question and starredquestion," Speaker Dinesh Oraon said in his valedictoryaddress to the House on the last day.

The assembly secretariat got written answers of 219questions out of the 258 questions, and were distributed tothe members, the Speaker said.

Now 39 questions, including 37 unstarred questions,are pending with the departments concerned, the Speaker saidand expressed the hope that the secretariat would get themsoon.

A total 15 calling attention motions were also part ofthe winter session but reply from the government could notcome even on one because of the din in the assembly.

"This situation is a matter of concern for the peopleof the state," he said.

If the Parliamentary process is to be taken forward,then constructive efforts should be made, he added.

Stating that House is the place for debate, Oraon saidthat the pious stage should be used for constructive debateand exchange of thoughts. (But) instead of doing it, thespirit of Parliamentary system was hurt.

Stating that he would not hold any one sideresponsible, the Speaker said all sides should assistconstructively in conducting the House in an orderly manner.

He said it is the pious duty for everyone to respectthe thoughts of everyone in Parliamentary democracy.

"But somewhere we have been unsuccessful in this piousduty. But I hope the members will seriously ponder over in thecoming sessions by rising above this situations, and willbecome successful in setting up a healthy democracy," theSpeaker said.
