New Delhi, Nov 26 (PTI) Cattles in India are beingtortured and the government should frame dairy animal welfarerules and train farmers on good practices, a global NGO AnimalEquality said in its latest study.

Among other key recommendations, the study said thegovernment should set up a committee to monitor welfare ofanimals and increase minimum penalty from Rs 50 to Rs 20,000under the Prevention of Cruelty to Animals Act, 1960.

"It may seem that cattle in India are protected but theyare subjected to this torture every day," Animal EqualityExecutive Director Amruta Ubale said in a statement.

India has more than 327 million cattle. "Having rules inplace will alleviate the suffering of farmed animals... (it)is a basic requirement which every developed country has inplace. India should not lag behind," Ubale added.

The study, released on the National Milk Day, alsosuggested the government to discontinue tethering of animalsand leave them open in a designated area, effectivelyimplement oxytocin prohibition and ban cosmetic practices suchas dehorning, tail docking and branding.

The study was conducted in 10 states and covered 107dairy farms, 2 semen collection centres, 17 cattle markets, 8slaughterhouses, 7 meat markets and 5 tanneries, theorganisation said.
