Deadlock continues over assets sharing of 142 Andhra institutions

The Telangana government is of the opinion that the fixed assets of the institutions listed in X Scheduled could not be divided.

HYDERABAD: The deadlock on sharing Rs 40,000 crore worth assets of around 142 institutions listed under X Schedule of AP Reorganisation Act to continue with both AP and TS sticking to their respective stands.

The Telangana government is of the opinion that the fixed assets of the institutions listed in X Scheduled could not be divided. However, AP argues that all the fixed assets of the institutions can also be divided between the two states.

But, of the 142 institutions in X Schedule, 128 are located in Telangana and only 14 are located in AP. “If division of fixed assets were done as demanded by AP,  i, will cause a major loss to TS,” an official in Telangana pointed out.

According to sources, the Supreme Court in its verdict on the assets of State Council of Higher Education wanted both the states to sit and resolve the matter as per the AP Reorganisation Act. However, there is no clarity in the AP Reorganisation Act and the Supreme Court did not touch upon the ambiguity in the AP Reorganisation Act, sources said.

Accordingly, both the states are mentioning various Sections for the convenience to claim rights over X Schedule institutions. The AP has been mentioning about sections 47 and 52 of the AP Reorganisation Act, while Telangana is citing Section 75.

Meanwhile, 89 institutions listed under the IX Schedule of the AP Reorganisation Act, 62 institutions were bifurcated by the Sheela Bhide committee. Though, recently the Centre extended the term of the committee, she circulated a questionnaire to both AP and TS. Once, both the states replied to these questions, the committee would start  work on bifurcation of IX Schedule institutions, sources said.
