Inter-state transfer of local cadre employees in Andhra Pradesh and Telangana soon

In a major relief to local cadre employees, Andhra Pradesh and Telangana have decided to make inter-state transfer of local-cadre employees too.

HYDERABAD: In a major relief to local cadre employees, AP and TS have decided to make inter-state transfer of local-cadre employees too. Both the states have constituted a committee and some local cadre employees too will be given inter-state transfer, almost three years after the bifurcation of the combined Andhra Pradesh state.

“In order to provide an opportunity to the local cadre employees to return to their native state, the governments of AP and TS have constituted a committee to evolve a policy on inter-state transfer of local cadre employees,” TS chief secretary SP Singh said in a circular here on Friday and asked local cadre employees not to send individual representations in this regard.

The provision (3) to sub-section (2) of section 77 of AP Reorganisation Act, 2014 mandates that employees of local, district, zonal and multi-zonal cadres, which fall entirely in one of the successor states, shall be deemed to be allotted to that successor state. 

In terms of above provision, several local cadre employees, who were appointed under non-local cadre quota in other than their local state, are deemed to have been allotted to the non-local state whereas the state cadre employees had an opportunity to be allotted to their local state as per the guidelines issued by the centre.

Local cadre employees too wanted inter-state transfers and be allowed to go to their native state. Both AP and TS will evolve a policy on inter-state transfer on spouse grounds, mutual transfer of local cadre employees, i.e, district, zonal, multi-zonal cadre and mutual transfer of all state cadre employees whose final allocation has been notified by Centre.

These three categories will be considered for inter-state transfers. The secretaries of all departments have been asked not to forward any such proposals to general administration department till a decision is taken by the government.
