GULBARGA: Is BS Yeddyurappa a constitutional authority to visit drought affected areas and summon officers to brief them, asked Union Minister Mallikarjun Kharge.
He asserted that the former CM is only an ordinary citizen and cannot summon officers.
This shows that the government is divided, Kharge claimed. He charged the state government of failing to spend even 40 per cent of the Natural Calamity Fund allotted to it by the Centre.
