The much-hyped Crime and Criminal Tracking Network and Systems (CCTNS) will not be piloted in the Capital, for the Commissionerate of Police is unable to spare its personnel for the pre-introduction training. Instead, the scheme will be introduced in Kendrapara and Angul.
The e-governance system which is to take policing to the next level through the use of IT was to roll out on a pilot basis on December 25 in 23 police stations each of Commissionerate of Police and Angul Police district.
Since the Odisha Assembly is in session, the Commissionerate Police is unable to spare its men for training, prompting a change in the scheme’s implementation.
As per the original schedule, every officer of the Commissionerate Police was to undergo a week’s training since CCTNS aims at an
integrated system for enhancing the efficiency of policing through use of e-governance and creation of a nationwide networking infrastructure.
However, the ongoing engagement of the force for the law and order duty since November 27 when the Assembly’s winter session commenced has derailed the plans of the State Crime Records Bureau (SCRB) which is executing the scheme across the State.
The Assembly will be in session till December 22 leaving no scope for the cops to spare time for training for the December 25 roll out. In fact, Bhubaneswar DCP Nitinjit Singh had recently gone to Delhi to receive training in CCTNS. In the changed scheme of things, the SCRB has now chosen Kendrapara to pilot the scheme. “We will start the pilot projects in 23 police stations (30 places including other police offices) in Angul and 13 police stations (16 places) of Kendrapara,” SCRB director M Akhaya said.
The scheme will now be introduced in the Commissionerate of Police only in the next phase during which 581 police stations will be covered over nine months. Another 15 ACPs, 96 SDPOs, 36 SPs, 36 control rooms, Commissioner of Police and Director-General of Police offices will also be brought under the CCTNS during this period.
