Born in Kundheibentasahi of Puri, Mishra was the Law minister in Jawaharlal Nehru’s second Cabinet. He had participated in the 1942 Quit India Movement and was jailed.

A noted Odia litterateur and lawyer, he had also edited some Odia magazines during his illustrious career as a literary figure in Odia language spanning over seven decades.
