The State Government has decided to implement the National Mission on Food Processing (NMFP) during the remaining period of the 12th Plan.
NMFP is a Centrally sponsored scheme with funding pattern of 75:25 between the Centre and the State Government. The basic objective of the scheme is to augment the capacity of food processing industries through capital infusion, technology transfer and skill upgradation.
At the State-level, the scheme will be planned and governed by State Food Processing Development Council (SFPDC) headed by Chief Minister Naveen Patnaik. State level empowered committee (SLEC) headed by the Chief Secretary, State Mission Directorate, district level committee headed by the Collectors have been constituted to look after implementation of the programme. All these institutional arrangements have already been completed.
In the first phase of the implementation of the scheme, preparatory activities like creation of awareness, intensive publicity and hiring of professionals/consultants will be done. Steps will also be taken to ensure that entrepreneurs and the people get single window services.
It has been decided that special cell will be opened at the department level for providing the services. Two other cells will be located at Bhubaneswar and Cuttack. At present, the MSME department is providing incentive through IPR-2007 and NMFP-2009. Major components of NMFP are technology upgradation, establishment and modernisation of food processing units in which assistance is available up to 25 per cent of the cost of the plant and machinery with a ceiling of Rs 50 lakhs per unit.
One other component is cold chain, value addition and preservation of infrastructure for non-horticulture produce with assistance upto 50 per cent of the total cost of plant and machinery, technical and civil works with the ceiling of Rs 10 crore per unit.
Similarly, assistance is also available for human resource development and promotional activities. Department officials and officials of the district industries centres (DICs) will be trained on the implementation of the scheme, the process and mechanism of the delivery of services.
