Grants to NGOs Unaudited So Far

BHUBANESWAR: With the administrative departments not furnishing details of grants sanctioned to the NGOs operating in the State, the Principal Accountant General has asked the State Government to come clear on the matter.

Although `835.91 crore in shape of grants have been released to various NGOs in last five years ending March 2013, the details have not been submitted by the State Departments to the Accountant General. As a result, the grants have not been audited.

As per the standing orders issued by CAG, the departments must come up with a system and set procedures to regulate the release of grants. Besides, there must be a monitoring mechanism for utilisation so that misuse of the funds is prevented.

However, in the information submitted by the State Government, details about NGO-wise release of grants by the departments and utilisation particulars have not been mentioned.

As the auditing process has been facing hindrances in the absence of availability of details, the Accountant General has requested the State Government to issue necessary instructions to the administrative departments. Details about grants such as amounts released, expenditure incurred and utilisation certificates must be furnished regularly, it has stated.
