State goes paperless, to offer 32 approvals online

Expanding the scope for expedited approvals under Ease of Doing Business, the State Government has decided to put 32 different services on single window system for time bound clearance.

BHUBANESWAR: Expanding the scope for expedited approvals under Ease of Doing Business, the State Government has decided to put 32 different services on single window system for time bound clearance. As a result, the practice of physical receipt of applications will be discontinued.For this purpose, the Government has set up an online Single Window Portal through which investors would be given time-bound approvals for various applications.

An Industries Department resolution says that all the 32 approvals required for industrial projects by different administrative departments will now be offered online. A standardised online common application form will be used in the single window portal combining applications for all related services for project assessment and approval.Not just applications, the portal will also facilitate submission, payment of fees, tracking the status of approvals as well as issuance of certificates by the departments.
All these services will be delivered as per the timelines stipulated under Odisha Right to Public Services (ORTPS) Act, 2012. 

To make transition to the new process seamless, the Industries Department has already integrated the services provided by the administrative departments with the single window portal so that investors do not have to visit multiple online sites. They would not have to seek any information or document twice as duplication would be eliminated.

Services such as project evaluation, land allotment and water connection by IDCO or Industries Department, registration for profession tax by Commercial Taxes Organisation, registration and renewal under Legal Metrology Act by Food Supplies and Consumer Welfare Department, electricity connection will be delivered online.

At least four different approvals by the Directorate of Factories and Boilers, two clearances by Forest Department, consent to establish, operate approvals and authorisation for hazardous waste disposal by Odisha State Pollution Control Board, change of land use and registration of societies by Revenue and Disaster Management Department come under the purview of online approval through the single window portal.Similarly, drug licence, trade licence, no objection certificate by Fire Department, building plan approval and five different registrations and licences by Labour Dept and Directorate will be provided online.

The portal also will offer a provision to investors to track status of online applications of incentives available under the Industrial Policy Resolutions and other sectoral policies.
It has a query management system mandating that all queries will be raised only once within seven working days from the date of submission of application.
