Deadline may be extended to register unapproved plots

The Tamil Nadu government is looking at suggestions to extend the deadline for regularisation of unauthorised plots

CHENNAI: The Tamil Nadu government is looking at suggestions to extend the deadline for regularisation of unauthorised plots and layouts even as 6,500 plot-owners had applied online (www.tnlayoutreg.in) after the State government notified the rules in the first week of May to grant amnesty to violators of development regulations of the Town and Country Planning Act.
The deadline to submit applications online under the scheme is November 3, 2017.

It is learnt that most of the developers have mooted the proposal to extend the deadline during a half-day technical session on Monday which was chaired by Tamil Nadu Housing Minister Udumalai K Radhakrishnan along with Housing secretary Dharmendra Pratap Yadav, Directorate of Town and Country Planning director Beela Rajesh, Chennai Metropolitan Development Authority member-secretary Vijayraj Kumar and other officials.

S Ram Prabhu, secretary, Builders Association of India,  said that the developers wanted a uniform rate. As per the rules, the developers of unapproved layouts have to pay `9.30 per square foot if the plot is in Corporation area, `5.60 per square foot in municipal area and `2.80 per square foot in village panchayat area. Similarly, the development charges of `56 per square foot in Corporation area, `32.50 per square feet in special and selection grade municipal area, `23.25 per square foot in grade-I and grade-II municipal area, `14 per square foot in town panchayat area and `9.30 square foot in village panchayat area have been fixed.

There have also been issues with developers having to pay premium FSI under the present rate to get the flat regularised. “This is more like paying all over again for the building built 20 years ago in an unapproved layout,” he said.
He also said that the developers have sought more time to register 15,000 unapproved layouts in the State. It is learnt that the rules would provide a lifeline to five to six lakh plot owners.
Official sources said that the State would do a balancing act while looking at the demands for uniform rates and the other issues.
Meanwhile, the government is enumerating the number of unauthorised buildings across the State and has launched a website. The deadline to submit applications to regularise the buildings is December 12, 2017.
