HYDERABAD: To keep a check on the irregularities found in attendance of sanitation staff of Greater Hyderabad Municipal Corporation (GHMC), the corporation has decided to implement Aadhaar-linked Enabled Biometric Attendance System (AEBAS) through hand held PoS devices.
To this end, the corporation has sought permission and administrative sanction from the state government for about `8.45 crore towards rental charges for 1,200 Aadhaar linked geo-based biometric attendance system through hand held PoS based devices for a period of five years for capturing the attendance of sanitation staff of GHMC, which has over 20,000 workers.

Currently, Sanitary Field Assistants (SFA) are collecting attendance of sweepers working under SFAs and the same is being updated to the GHMC. However, it is reported that there are cases wherein number of sweepers are shown higher or trying to manipulate the attendance of sanitary workers by giving false information even though they were absent at times. Due to lack of efficient management system on the field, GHMC is ending up paying more salary than needed.
A pilot of biometric-based attendance for sanitation workers in Circle 8 for six months revealed that 30 per cent of the workers were bogus. Full scale implementation of this project in all the circles of GHMC will result in large scale savings.
To address these issues, it was decided to have end-to-end solution by envisaging AEBAS based handheld device project wherein, genuine sweepers working in field identification is determined by authenticating his/her biometrics. AEBAS handheld devices will be under the control of SFAs.
Project objectives

The objectives of the project include timely capturing of attendance of sweepers shift wise, prevention and control of the misuse of manual attendance system, maintenance of transparency and accountability in operations and weeding out of the fake, duplicate, false sweepers.
The system integrator to be selected by corporation has to provide end-to-end solution including supply of 1,200 Aadhaar enabled handheld biometric attendance devices, servers, application software, web interface and related MIS reports.
Attendance will be taken ward wise at the work location and updated immediately from the field using SMS/GPRS networks on a daily real time basis. The attendance will be calculated based on the number of shifts attended by the worker and will be consolidated for the entire month. Under the present system the attendance for sweepers is being taken three times in a day.
