Telangana's veterinary doctors approach Hyderabad HC over irregularities

The case was admitted in High Court on Thursday and was heard on Friday, when respondents were given time till next hearing of case scheduled for April 23.

HYDERABAD: Alleging irregularities in the reservation roster system followed by the PV Narasimha Rao Telangana State Veterinary University (TSVU) in filling various teaching positions, a veterinary doctor aspiring for teaching position approached Hyderabad High Court and filed two writ petitions. The case was admitted in High Court on Thursday and was heard on Friday, when respondents were given time till next hearing of case scheduled for April 23.

One petition argued that TSVU did not follow University Grants Commission (UGC) guideline of maintaining department-wise reservation roster for notification of 83 backlog vacant teaching positions, as per a letter circulated by UGC on March 5. The notification for these 83 positions was released on March 17. It also argued that a flawed methodology of ‘lottery’ system was used to divide vacant teaching positions lying with Sri Venkateshwara  Veterinary University, post-bifurcation of AP. As a result of these alleged flaws, the reservation roster got affected.

Moreover, the lottery system for division of vacant posts between SVVU and TSVU is expected to have caused a loss of 18 sanctioned posts for TSVU - 10 assistant and eight associate professors to TSVU. In this petition, TSVU Registrar, UGC Secretary and Principal Secretary of animal husbandry department were made respondents.

The other petition filed with the HC was regarding the veterinary university reportedly not following the nomenclature of departments as per the Veterinary Council of India guidelines, which would result in jumbling of department names in reservation roster list, as it is done alphabetically.
Moreover, the university also added more departments not mentioned by Minimum Standard of Veterinary Education (MSVE) guidelines of VCI.

Although the veterinary university got a sanction of 79 new teaching positions from TS government that would be required for the new veterinary college at Mamnoor in Warangal, the university notified vacant teaching positions of only those departments which would be required for the first two years curriculum of Bachelor of Veterinary Science course.

On top of this, newly sanctioned teaching positions by government for veterinary college at Mamnoor were clumped together along with vacant teaching positions in veterinary colleges at Hyderabad and Korutla, Jagtial, to create total 147 vacant teaching positions.
