HYDERABAD: Making it clear that the issue of categorization of Backward Classes (BCs) in local body elections needs an in-depth hearing to decide and resolve the matter in view of the Supreme Court order on the same issue, a division bench of the High Court on Thursday directed the Telangana state principal secretary to panchayat raj and rural development, commissioner of panchayat raj and the state election commission to file a detailed counter affidavit on the issue within four weeks.

The bench questioned the statutory authority of the RDOs (revenue divisional officers) to classify the BCs into different categories. The bench of chief justice TBN Radhakrishnan and justice Ramesh Ranganathan was admitting the petition filed by MBC Association (Most Backward Class Sangham).
