NEW DELHI:Commissioner of Police Alok Kumar Verma seems to have got a taste of insubordination. To stop rise in crime and make policing effective, he had issued several directives to senior subordinates, including Special Commissioners, in the last three months. However, he had to seek compliance report from the senior officers on “urgent basis”, after the Delhi Police chief got no serious response to around 40 directives.
Commissioner of Police Alok Kumar Verma was irked as many officers were unable to provide compliance report of his directives even after lapse of three months.
He had asked Special Commissioner of Police Kishan Kumar, who heads the training department, about the availability of land of pits for depositing vehicles lying unnecessarily in police stations. “Vehicles lying outside police stations cause inconvenience to the general public and should be shifted to the pits within a month,” the CP had asked, to which Kumar replied that of the 300 acres at Delhi Police Training School
in Wazirabad, 100 acres are vacant which can be used for this purpose.
Verma directed Joint Commissioner of Police Satish Golcha heading Eastern Range to visit Wazirabad along with district deputy commissioners of police (DCP) to inspect the vacant land and make necessary arrangements like fixing of barbed wires, close-circuit television (CCTV) cameras and armed guards along boundary and access points of the pits. But he found that Joint Commissioner of Police had not submitted the status report on this.
Similarly, Verma had directed DCP M A Rizvi, who looks after the land and building department, to obtain the details of expenditure on gazetted officers’ quarters during last year. Verma had also directed that if funds under minor works are exhausted, district DCPs should inform Police Headquarters well in time so that provision for funds can be made in the revised estimates. But the commissioner of police is yet to get the compliance report.
He had also directed all officers to review all e-initiatives taken by the force. “In case of house theft and burglary, investigating officers and SHOs should visit the place of crime to collect evidences,” he said, seeking compliance report, which he has not received.
Similarly, Verma had directed Joint Commissioner of Police (provision and logistic) to inform about the status of vacant quarters and that all vacant quarters should be allotted to police personnel.
He also wanted to know status of CCTV cameras and payments to Electronics Corporation of India Limited (ECIL). During law and order meeting, Joint Commissioner of Police Satish Golcha heading Eastern Range informed that he has checked their bills of ECIL and found some anomalies. Verma directed that whenever a committee is formed, its members should hold meetings on day-to-day basis.
Similarly, Verma suggested to start women police band and begin the recruitment process. He also had stated that if there is no vacancy, Special Commissioner of Police R S Krishnia heading armed police and recruitment should make a proposal. During a law and order meetings, Special Commissioner of Police Balaji Srivastava heading intelligence unit suggested for separate cadre of Special Branch. He had suggested that 15 per cent initiative should be given to special branch personnel for passport verifications.
Verma, however, directed that rather Srivastava should prepare to give them a one-time honorarium for verifications and sought detailed proposal. Similarly, the Commissioner of Police has asked Joint Commissioner of Police Virender Singh Chahal heading central range to make a proposal for investigation fund.
Verma still waiting for the officers concerned to complete the task and submit the reports.
