Maoists gear up to face ‘Samadhan’ as security forces set to eliminate revolutionary movement

RAIPUR: The top military command of the outlawed CPI (Maoist) has decribed an offensive by security forces against the rebels as a “grave challenge.”

The central military commission of the underground outfit has issued a 21-page booklet that has been accessed by The Sunday Standard. The booklet gives the Maoist assessment of the counter-insurgency operations. The Maoists have also told their cadre to execute a tactical shift against ‘Samadhan’. ‘Samadhan’ is the acronym the government has given to the current phase of its counter-Maoist moves and was coined by Union home minister Rajnath Singh in May 2017 after an inter-state meeting.

“Following the Burkapal ambush in Sukma the new enforced strategy SAMADHAN has set the target to eliminate the revolutionary movement by 2022. We need to remain focused on defeating the strategy,” said the statement issued by the Maoists. It said the government was trying to “divert attention from the poverty, illiteracy, malnutrition, farmers suicide and other socio-economic issues”.

The Maoist attack at Burkapal in strife-torn Sukma killed 25 CRPF jawans and injured several others on April 24.

Admitting to losses, the Maoists have asked their cadre to train more intensively and strengthen an intelligence network.

The documents show the Maoists’ attacking power has declined owing to the changed strategy of the security forces. “We need to be equally aggressive,” the note said.

The Maoist military command instructed the cadre to abide by the rules of the guerrilla warfare against the forces and strengthen the human intelligence within the People Liberation Guerrilla Army (PLGA).
