CAT to get in-house redressal

NEW DELHI:  To end the plaguing of cases in Central Administrative Tribunal (CAT), the government has decided to have an inhouse redressal mechanism.

A senior nodal officer at every government office will now ensure redressal of grievances. If this happens, it will lessen the burden on adjudicating bodies and employees can be sorted out internally before they approach courts for resolution, thus reducing pendency.


CAT will also ensure that no plea is be admitted directly unless it is satisfied that the applicant  has availed of all remedies under the service rules. 


“It was also decided that CAT should act as a mediator rather than a court or an appellate authority and efforts should be made to avoid to the maximum that further appeal against CAT decision is made to the High Court or the SC,” said an official of the Ministry of Law and Justice.

He added that in cases where it is thought that the law has not been properly applied, a review petition will be encouraged and CAT should mediate till it is settled. 


The ministry is also planning to hire retired government officials to counsel employees to avoid unnecessary litigations.


CAT has 17 Benches thoughout India, including a Principal Bench in Delhi. It has a pendency of nearly two lakh cases.
