Ready promotion list by Monday: Chief Secretary Ratna Prabha

BWSSB readies promotion/demotion list; other departments race to meet the deadline set by Supreme Court

BENGALURU: The Bangalore Water Supply and Sewerage Board (BWSSB) on Friday evening finalised its list of 17 promotions and 8 demotions in line with the Supreme Court directive calling for striking down consequential seniority in promotions in government departments across the State before April 20.

A few departments have already readied their final list and uploaded them on their respective websites. Many are racing to meet the deadline. The Government has fixed an internal deadline of April 16 for all the departments to complete the task.

Chief Secretary Ratna Prabha told The New Indian Express that the government would meet the deadline fixed by the Supreme Court. "We have asked all departments to submit their final list to us by April 16. We can compile them together in a couple of days and submit them to the Supreme Court," she said.

Asked about the exact number of promotions and demotions expected across the state, she said the number cannot be specified right now. "All the departments are working on it. Only after the final lists are submitted to us, we can come out with an exact number," she said.

Among the major changes effected in BWSSB are that engineer-in-chief (EIC) Kemparamaiah will be posted as Chief Engineer (Waste Water Management). "He will now be made in-charge EIC since only chief engineers who have put in four years of experience at the CE level can be promoted to the post. None of the present CEs have the requisite experience," said a top official.

Another demotion executed in the Technical cadre is that of B M Somashekhar, assistant chief engineer. "He has now been posted as Executive Engineer," the official added. The other six demotions have been executed in the non-technical category. A Senior Water Inspector has been demoted to Water Inspector cadre, four Senior Managers have been made Managers, and a woman manager has been sent down the ladder as Senior Assistant.

Among the 17 promotions effected are that of two Chief Engineers - the In-Charge Chief Engineer (Maintenance) Dr P N Ravindra and In-Charge CE (Cauvery) H M Ravindra, have been promoted as CEs.
"We will be uploading the list in a day or two," another official said. "We will be sending the final listto the Chief Election Commissioner to explain that the promotions and demotions had to be carried out due to the SC directive as well as the State government for their consent," he added.

The Public Works Department, Karnataka Power Transmission Corporation Limited and the Karnataka Power Corporation and Secretariat havepublished the final seniority list on their websites this week.
