Justice KK Sasidharan, before whom the petition from Dr N Srinivasa Ragavan, a professor of Forensic Medicine, Ramapuram, came up for hearing on Thursday, ordered notice to the authorities returnable in two weeks.

According to petitioner, PV Rathee  of Chandigarh, P Prabu of Kottur in Chennai and Kulwinder Singh, District Sports Officer, Gurgaon, were issuing bogus national level sports certificates. 

The petitioner submitted that he had an occasion to see the certificate of the 26th Sub Junior National Artistic Gymnastic Championship for 2012-13, issued by the Gymnastic Federation of India, which was signed by the trio. 

When contacted, he was informed by the authorities of the Indian Olympic Association (IOA) that only the elected office-bearers of the Gymnastic Federation of India were authorised to issue certificates. Hence, it was clear that the trio was not authorised by the IOA to issue the documents, petitioner said.
