GHMC Cancels Tenders for Multi-level Flyovers

HYDERABAD: The Greater Hyderabad Municipal Corporation on Monday cancelled the tenders floated in Deferred Annuity Payment Mode (DAPM) for construction of 18 multi-level flyovers, grade separators and junctions in various parts of the city under Strategic Road Development Plan (SRDP).

The corporation has now decided to float package-wise tenders afresh in the Engineering, Procurement and Construction (EPC) mode this week.

The bids in DAPM were invited on August 7. Last week, the department of municipal administration and urban development (MAUD) issued orders according administrative sanction for the flyovers and junctions with an outlay of `2,631 crore for civil works (excluding land acquisition cost) and to execute the works in EPC mode in different packages. MAUD also permitted GHMC to acquire properties simultaneously by meeting the expenditure from GHMC funds.

GHMC officials said they would float fresh package-wise tenders in EPC mode.

In a pre-bid meeting held recently, several companies expressed apprehensions over the proposed project, mainly on the ‘bankability’ of the said EPC-Deferred Annuity Payment document and compensation on account of delays not attributable to the contractor, etc. 

GHMC special officer Somesh Kumar, in a letter addressed to the state gvernment on  Tuesday last, said the EPC mode not only had all the advantages of BOT annuity but would also eliminate the demerits of BOT-annuity mode like exorbitant amount of claims by contractors and concessionaires in the event of departmental delays in handing over encumbrance-free sites in typical urban areas on account of land acquisition, utility shifting, tree translocation, cutting leading to huge loss to government exchequer without much fruitful work done.

He advocated the EPC mode, saying it would be more useful in the present typical urban metro scenario to achieve the targets within a reasonable time-frame without much financial burden on the department on account of departmental delays.

He also said that GHMC had been taking up construction of grade separators and flyovers in EPC mode of contract for the past 10 years and successfully completed the projects. 

The proposed multi-level flyovers, grade separators and junctions will come up at KBR Park Entrance Jn, Maharaja Agrasen Jn (Road No.12 Jn), Cancer Hospital Junction (Road No.10 Junction), Film Nagar, Road No. 45 Jn, Jubilee Hills Check Post Jn (Option II), LB Nagar Jn, Bairamalaguda Jn, Kamineni Hospital Jn on Inner Ring Road, Chintalakunta Check Post Jn. Rasoolpura, Uppal, Owaisi Hospital, Biodiversity Park Jn, Ayyappa Society Jn, Rajiv Gandhi Statue Jn, Bahdurpura, Abids GPO to Chaderghat and Malakpet, Cyber Towers Jn, elevated rotary- cum-grade separator and Mind Space.
