Authorities ignoring rule to process applications

HYDERABAD: Instructions to municipal commissioners of Urban Local Bodies across TS to make use of online platform for their operations is falling on deaf ears. Director of municipal administration TK Sreedevi has found fault with officials for not encouraging citizens to submit and process applications under taxes and non-taxes categories through online system. This is leading to non-implementation of reforms under Ease of Doing Business in ULBs.

Taxes include property tax, advertisement tax and other taxes etc while non-taxes include fees such as building permission fees, trade license fees, layout regularisation fee and other fees etc.  
The department strictly wants ULBs to utilise online services. A few days ago, the DMA held a video conference with all municipal commissioners of ULBs in the state, and during the review it was found that several ULBs are not encouraging receipt and processing of online applications.

Last week, DMA issued a circular to municipal commissioners of 72 ULBs to follow guidelines. Municipal commissioners should issue a certificate every month stating that no applications were received manually. The regional director cum appellate commissioners of Hyderabad and Warangal are asked to train municipal commissioners for capacity building and monitoring online applications.
