HYDERABAD: Following the directions of the Department of Industrial Policy and Promotion (DIPP), Ministry of Commerce and Industry, the state government has asked all Urban Local Bodies (ULBs) to digitise the building permission record of one year period - from June 2015 to June 2016 - and make them available on their respective websites by June 15. DIPP’s move is aimed at making the ULBs a part of Business Reform Action Plan (BRAP) 2017 under Ease of Doing Business (EODB).

The digitisation of the building permission records of the said one year period would allow establishments to view and download submitted inspection reports of at least a two-year period. This would also allow third parties to easily verify the approval certificates in the public domain of past two years.

Officials informed that though the building permissions are being approved online under Development Permission Management System (DPMS) since June 2016, the data pertains to certain recommendations suggested in the BRAP by DIPP that needs to be complied, and the data is made available on the DPMS portal from June 2016 to the present.

However, as part of BRAP-2017, the data of the past two years should be made available online under EoDB. But the online DPMS for building permission was introduced from June 2, 2016.

Telangana Municipal Administration Department, through Director of Town and Country Planning, wanted all the commissioners of corporations, municipalities, nagar panchayats in the state to take necessary steps for digitisation of building permission records from June 2015-16 and make it available on the ULB websites by June 15.

What should digitisation include?
The digitisation of building permission record should include inspection reports at the time of building permission, inspection report at the time of issuing occupancy certificate and approved certificates (building plans) between June 2015 and June 2016
