District Collector MG Rajamanickam has said that the Model Code of Conduct (MCC) is applicable for the implementation of various social welfare projects also. There are specific guidelines for the implementation of such projects, and the department heads should be vigilant to ensure that they are followed, he said. As per the guidelines, the beneficiaries of Indira Avas Yojana scheme should not be selected and the selected persons should not start construction works. However, the MCC is not applicable to the beneficiaries who have already started construction,” the Collector clarified.
Works under Grameen Rozgar Yojana which have already begun may be continued. If a panchayat wants to launch a project after completing the previous one, it can do it with permission of the District Election Officer, provided it is approved in the existing annual projects.
However, a self-help group which has received an instalment of financial aid under Swarna Jayanthi scheme may be granted the next instalment. National Rural Employment Guarantee scheme should not be extended to other districts.
