They said the number of hartals increased last year, affecting commoners’ life. Congress leader Raju Nair, who led the anti-hartal group ‘Say No to Hartal’, said though there had been fewer state-level hartals, the number of hartals at the district and local levels was still high. “Even the Congress should denounce hartals.

The Bill to regulate hartals was passed last year. It mandated a notice be given three days prior to a stir. The Bill should be made a law to eradicate hartals.
