KAT Directive on PSC Probability List

THIRUVANANTHAPURAM: Kerala Administrative Tribunal (KAT) on Friday directed the PSC to include speech impaired candidates in the probability list for the post of Lower Division Clerk in Pathanamthitta and here.

It also directed to prepare the final list within two months after including the names of the speech impaired candidates.

The Kerala Administrative Tribunal Bench, comprising chairman Justice K Balakrishnan Nair and member Mathew C Kunnumkal, pronounced the order in a petition that challenged the PSC’s decision not to treat the candidates who are hearing impaired and speech impaired as suitable for the post of LD clerk.

The KAT said that even though the particular category ‘dumb’ is not specifically mentioned in the notification, persons suffering from the disability are entitled to get three per cent posts reserved for physically challenged candidates.

In the petition, All-Kerala Parents Association of Hearing Impaired and All-Kerala Association of the Deaf said that they were eligible as per Section 32 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act 1995).
