Andhra Pradesh govt issues guidelines to prepare master plans for urban development

VIJAYAWADA: The Municipal Administration and Urban Development Department has issued orders framing guidelines for the master plan preparation under the Andhra Pradesh Metropolitan Region and Urban Planning Authorities Act, 2016.

The master plan guidelines cover definitions of the terms used, steps for preparation of the master plan, including the request for proposal, preparation of map 1 (base map), map 2 (existing land use map), surveys and filed data collection, preparation of map 3 (proposed land use map - draft and proposed transportation and infrastructure planning map - draft)

The map 3 prepared by the consultants has to be finalised by the authority after verifying the same with reference to the Urban and Regional Development Plans Formulation and Implementation (URDPFI) guidelines. The proposed land use percentage has to be mentioned in the PLU map, public, and semi-public use zone, and recreational use zone has to be earmarked, preferably in government lands and where government land is not arrival, they have to be earmarked at junctions of the survey numbers with proper connectivity. The neighbourhood concept/inclusive development has to be considered while distributing the land uses.

The APMRUPA Act 2016 was enacted for the purpose of planning, coordination, execution, supervision, financing, funding, promoting and securing the planned and sustainable development of the area. On May 17, 2018, the State government issued orders framing the rules, and Chapter III of the said rules enumerate the preparation of the development plan. Hawkers zone with different colour codes has to be earmarked as per the AP Street Vendors Rules.
