Call for PPP in security

The police modernisation wing of the Ministry of Home Affairs is batting for public private partnership (PPP) in the security industry.

Bhagwan Shankar, the joint secretary in charge of police modernisation, said on Saturday that the time has come to think about PPP in the security industry. He was speaking at The Security Leadership Summit 2012 here. Addressing hundreds of detectives and private security agency representatives, Shankar said, “PPP is happening in infrastructure sector, roads, but when it comes to security there was an anathema, a touch-me-not kind of thing.”

He also said private security agencies should behave responsibly when partnering with state agencies. There should be certain norms on what to expect from guards. Kunvar Vikram Singh, chairman of the Central Association of Private Security Industry, demanded that private security agencies be allowed to get relevant permissions and licences to procure guns.
