Yet another panel to probe rape

Yet another one-member judicial panel is being set up to look into the role of the police in connection with the gang-rape of  23-year-old victim, now undergoing treatment at Safdarjung Hospital.

According to sources, the brief of the new panel would be to investigate whether the gruesome incident could have been averted by the Delhi police.

A retired judge of the Delhi High Court, Usha Mishra, is expected to be on the panel to probe the lapses, if any, of the Delhi police. A notification in this regard is likely to come out soon.

The reason why another judicial panel is being appointed is because the three-member J S Verma Committee has refused to do any investigation into the case. Verma, a former chief justice of India, sources said, wants to be confined to issues of law.

The panel will recommend changes that would make the rape law more stringent so as to serve as a deterrent. The panel has been asked to submit its report within 30 days.
