NEW DELHI: A US-based victim of the 1984 anti-Sikh riots here Wednesday approached a Delhi court to depose as a witness against Congress leader Jagdish Tytler for allegedly instigating a mob to kill the Sikhs during the carnage.

Resham Singh, who migrated to the US, moved an application before Additional Sessions Judge K.S. Pal and said that Nov 1, 1984 he had seen Tytler lead a mob near Gurdwara Pulbangash in north Delhi here.

"I am giving this sworn statement to reaffirm and reiterate my willingness to testify in the matter of Jagdish Tytler and how I saw him instigate attack on Sikhs on Nov 1, 1984," Resham Singh said.

Resham Singh lives in California.

He said in his application that in December 2008, a Central Bureau of Investigation (CBI) team had gone to the US but it did not record his statement. The CBI opposed Resham Singh's affidavit.

The case will next be heard Feb 16.
