‘Will respect autonomy of states’

The Centre on Thursday made it clear that it would not infringe on the autonomy of the states on the issues of salary and recruitment of teachers.

Responding to the suggestions of state ministers in the meeting of the Central Advisory Board of Education (CABE), Minister of State for Human Resource Development (HRD) Jitin Prasada said the Centre would not like to infringe on the autonomy of the states with the proposal that has financial implications.

Prasada had chaired the meeting of the CABE in the absence of HRD Minister M M Pallam Raju, who submitted his resignation to the Prime Minister in protest of the bifurcation of Andhra Pradesh.

“As far as salary and recruitment are concerned, which has financial repercussions, those are left to state governments to decide according to their needs. Some states are more progressive and some are not. We would not infringe on the autonomy of the state,” Prasada told reporters after the meeting.

He said efforts must be made to implement Article 30 of the Constitution safeguarding the educational rights of the minorities.

He also wanted the RTE to be implemented in right earnest so that children from the socially and economically backward classes are admitted under the 25 per cent reservations as per neighbourhood criteria.

The CABE meeting also reviewed the implementation of mid-day meal scheme and many states have raised the issue of cost and wages of cooks.
