26/11 Document had Enough Ammo to Embarrass Aziz: Doval

NEW DELHI:  NSA Ajit Doval had elaborate plans to nail lies of Pakistan with a three-page document highlighting gaps in the 26/11 Mumbai attack probe by the neighbouring country.

The meticulous work by Doval would have embarrassed his Pakistani counterpart Sartaj Aziz, who had recently claimed that India must provide more evidence in the case to bring perpetrators of the attack to justice.

Doval’s document, a copy of which is with  Express, also exposed investigation carried by Pak’s Federal Investigation Agency (FIA), which despite overwhelming evidence, did not investigate the role of Hafiz Saeed, who not only planned the attack but also monitored the progress of the training.

The document said that FIA could have examined Faiza Qutalah, the wife of David Headley to get evidence against Hafiz.

“It appears that the FIA has investigated Karachi part of the conspiracy (training, preparation, acquisition of logistics) whereas the beginning of conspiracy, training, motivation which took place at Muzaffarabad, Muridke and Lahore has not been thoroughly covered,” Doval’s document said.

The magnitude of 26/11 attack naturally indicates meticulous and long planning with various stakeholders playing different roles and all this being coordinated at one.

India has argued that big picture related to attack has not been stitched together by the FIA in their investigation. The period of conspiracy is actually between 2005 and 2008 whereas the FIA has only investigated the period 2007-08.

The role of ISI has been conveniently left out. However, the chain of evidence needs to be proved, which will be difficult if ISI operatives are left out. The facilitators of 10 terrorists, who came to India, who arranged their stay, training, movement, especially from Lahore to Karachi has not been covered in investigation,” the document noted.

The reccee of the 26/11 targets is an important part of the conspiracy, which was done by LeT terrorist David Coleman Headley and handled by Sajid Majid, Abdur Rehman, Major Iqbal and Major Sameer, but this aspect too was ignored by the Pak agency.

“A number of names have come out during investigation by Indian investigators. They are namely Nussar Javed, Abu Saeed, Saeed Engineer, Abu Anas, Abu Dujana, Abu Qahafa amongst others. But no investigation has been done to find out their culpability or otherwise,” the document said, adding that funds provided to procure the 1st boat (by ISI) has not been investigated.
