According to sources, Bibhuti Sahoo (29), son of Sanatan Sahoo of Bandhahuda village, has been tied with ropes. His mother Anjali said, Bibhuti could not speak clearly and used to spit on people besides throwing things at relatives. Bibhuti is totally dependent on his parents for daily ablutions and also has to be fed, said his father, a tailor by profession.

Similar case came to the fore in Damakata village under Nimasahi panchayat where 16-year-boy old Sadashiv Swain, only son of Dasarathi Swain, has been chained. The boy, who is also speech impaired, has not attended school. Unable to identify anyone, he goes berserk when left unchained, said his father, a daily labourer. He has appealed to the district administration and State Human Rights Commission (SHRC) for help.
