BHUBANESWAR: The Odisha Medical Services Association (OMSA) on Thursday welcomed the restructuring of the medical cadre but felt that it would not address the problem of brain drain of doctors from the State.
OMSA also reiterated its demand for reconsidering the implementation of dynamic assured career progression (DACP). President of the association Dr Nirakar Bhatta said the restructuring cannot deal with flight of doctors from the State. The Government must implement DACP to arrest the trend.
‘’While the restructuring decision is a welcome move, the association would request the Government to reconsider DACP again within six months,’’ he said. At least 14 States have adopted DACP.
The association said during its discussion with the Government, it had demanded for placing at least 10 per cent of doctors in Payband-4 in Additional Director rank whereas just 6.4 per cent have been accommodated. Similarly, 15 per cent posts of doctor in Joint Director, 30 per cent in Senior Class I and 45 per cent in Junior Class I was demanded.
‘’What the Government has agreed is well below that mark and lesser in comparison to other cadres. Parity with other cadres is necessary,’’ Bhatta added.
