BHUBANESWAR: Chief Minister Naveen Patnaik today launched the human resources management system (HRMS), a flagship project on administrative reforms by the General Administration Department.

 The system is an application software to carry out personal transaction of  Government employees through Internet and the system intends to provide necessary support to the Government for better decision-making in matters related to recruitment, transfer, promotion and superannuation, he said.

 The Chief Minister said HRMS maintains a complete database of Government employees and contains all information available in their service books. Of the 3.35 lakh Government employees, service books of 3.31 lakh employees have been entered into data base at 72 data entry centres. Around 1,200 data entry operators are engaged by 52 data entry vendors in the district and State  headquarters.

 The HRMS database will provide comprehensive information on service  records of each Government employee. The new system of e-Service book will be available on the web by replacing the manual service book. The new  system has eliminated the chance of loss of service book, he said adding,  HRMS is now available in URL address http://apps.hrmsorissa.gov.in/.

 In the first phase, user-ID and passwords have been provided to the  employees of 14 departments whose service books have been authenticated  and will be rolled out to other departments in the second phase, the Chief Minister said.

 Outlining the reforms initiative implemented under Orissa Modernising Government Initiative, Special Secretary of the GA Department Vijay Arora  said HRMS would enable the Government to find out the service status of all its  employees. Information on the place of posting, whether on duty or on leave,  if transferred whether on transit or joined the new place of posting, suspension and superannuation will be available online.

 The new system will also help the Government in tracking the performance  appraisal reports of the employees, preparation of salary and pension budget, tracking loan assistance provided and the employees’ strength and attrition reports, he added.

 Orientation programme for all the drawing and disbursing officers and establishment officers of all departments under OMGI. Basic training on updating of service book entries are provided to the section officers, assistant section officers, and assistants dealing with service book matters.
