All Government and private Industrial Training Institutes (ITIs) in the State will now get their accreditation from the Quality Council of India (QCI), according to a recent directive of the Directorate General of Employment and Training (DGET), Government of India.
The directive will come into effect from September 1. Prior to the directive, the new ITIs applied to the State Government’s Directorate of Technical Education and Training (DTET).
The DTET would then recommend the ITIs to the National Council for Vocational Training (NCVT), which decides the standard for infrastructure and training facilities in the ITIs, for accreditation.
The new step was taken to cope with large number of issues that cropped up regularly regarding quality and consistency of ITIs across the State.
The QCI was brought in to help in inspection of all government and private ITIs.
“With this the quality of the ITIs across the State would improve as QCI members will inspect the facilities,’’ said a senior officer of the DTET.
There is an acute need for more ITIs in the State as they can bridge the gap between raw manpower available and skilled hands required for the industries. There are around 680 ITIs in the State of which 30 are under the State Government.
After the new directive comes into force, the State Government will be given 15 days to give its observation after an ITI files an application for accreditation.
The State Government’s observation will be optional as QCI will proceed with the accreditation process irrespective of the State Government’s comment on the ITI’s application. The new accreditation process will have three stages.
A new ITI will have to first submit an online application to the QCI, then a team from QCI will visit the institute for physical verification of the facilities and there will be an annual surveillance by the QCI.
It has also been decided that the QCI will provide accreditation to the ITIs for four years starting from September 1 after which the DGET will undertake evaluation of the ITIs’ performance.
The QCI will also rate the ITIs on the basis of standards and parameters. The instructions for that will be released later.
