Local Vs Outsider Babus in Andhra Bureaucracy

KOCHI:Normally, any state government makes use of the services of All India Services (AIS) officers belonging to its own state cadre as they are well-versed with the topography, demography, local language and needs of the state. But, it appears chief minister N Chandrababu Naidu is bringing officers from other states’ cadre and Central services to streamline the administrative set up here.

Naidu is understood to have been opting for the services of ‘outsiders’ as part of his efforts to encourage talented officers from across the country to put the re-organised state back on the path of development.

For instance, some of the key posts in the state administration are now occupied by the AIS officers, who have been deputed to Andhra Pradesh from other states or the centre. These officers are holding key positions not only in the Chief Minister’s office, but also in important departments such as Finance, Investment & Infrastructure, IT and Planning.

However, the Chief Minister’s excessive liking for AIS officers from other States is causing displeasure among some of the senior AP cadre babus. “The state government is flouting rules while assigning responsibilities to the officers who are being brought on deputation. The state government is allotting crucial posts to IRS, IPoS and IRTS officers brought from other States, ignoring the IAS officers from the AP cadre,” said a senior IAS officer.
