The Supreme Court had let off Bhushan with a token of Re 1 fine or three months' imprisonment if he fails to pay the money.
Bhushan, who has to appear either personally or through video conferencing on October 23, has to respond to the Council within 15-days of receiving the notice.
The necessity for physical functioning of the courts was eagerly awaited to enable advocates to earn their livelihood.
The suggestion by the high court came while hearing a plea seeking ex-gratia payment of Rs 25,000 to each member of the trust who is suffering financially in the wake of coronavirus.
The Bar Council of Delhi has stated that if any such step is pursued further, the matter could be taken up by the entire legal community across the country.
