The DGP said this while chairing a security review meeting at Srinagar in which he took stock of the security situation in the Kashmir Zone.
The cases of militancy and violence by terrorists and mischief mongers should be taken to a logical conclusion by carrying out appropriate investigations, Singh said.
Those under detention include former chief ministers Farooq Abdullah, Omar Abdullah and Mehbooba Mufti.
The state police chief said that it is not a new sight of non-locals being killed by terrorists and militants.
Jammu and Kashmir DGP Dilbag Singh said that Zakir Musa's successor Abdul Hameed Lelhari became active in 2016 and was involved in several terror attacks.
The police chief also called for effective measures to foil ill-designs of the elements from across the border that are continuously attempting to foment trouble in the state.
Dilbag Singh said some of these militants have been sighted at certain places and said they have intensified our operations against them.
The DGP said forces have also tried to exercise a lot of restraint and very minimal use of force has been exercised wherever required.
