Director of Family Welfare and nodal officer of COVID vaccination Dr Bijay Panigrahi said the orientation-cum-training programme is being conducted in phases.
While the second dose coverage is less than 60 per cent (pc) in five districts, it is above 70 pc in the rest of the districts.
He further informed that 70 per cent of the state's population has been given the first dose and 27 per cent of people have been administered the second dose.
Odisha had been constantly reporting below 1,000 cases for last over a week.
The highest 1,44,739 beneficiaries have missed second dose, including 1.13 lakh for Covishield and 34,448 for Covaxin in Ganjam district.
The Centre has allocated 43.48 lakh doses of vaccines, including 9.76 lakh doses for private hospitals, for Odisha in August.
