The total number of DCs issued to non-state subjects stands at 59,993, including 17,978 to West Pakistani Refugees, 1,825 to the Balmiki community and 755 to Gorkhas.
So far, 11,398 West Pakistan refugees, 415 Valmikis, 10 Gorkhas and 12,340 registered migrants have been issued the certificates, he said.
The domicile certificate is for applying for jobs in Jammu and Kashmir. It does not confer right to buy land at the moment, Principal Secretary Revenue Pawan Kotwal said.
The new time limit comes after Lt Governor Manoj Sinha on Sunday directed officers to speed up the process of issuance and delivery of domicile certificates.
West Pakistan Refugees (WPRs), safai karamcharis' and children of women married outside Jammu and Kashmir are also eligible for a domicile certificate.
The government has set a 15-day deadline for issuance of a domicile certificate and officials will be fined Rs 50,000 in case of a delay.
