The Special Investigation Team, led by Crime Branch IG S Sreejit, which probed the mishap, filed the chargesheet in the Paravour Judicial First class magistrate court here.
The Crime Branch head doubted whether it is legally sustainable to file a split chargesheet and continue the probe after three-and-a-half years after the incident.
The commission has also indicted Congress leader and former MP P Peethambara Kurup for his role in influencing the administration to grant permission for the fireworks display.
