President Joseph Aoun said Lebanon wanted a new force, European or otherwise, to prevent a security vacuum after UN peacekeepers leave south Lebanon when their mandate expires at the end of the year.
Israel's army said it was striking south Lebanon after Hezbollah fighters launched two drones towards Israeli soldiers operating in Israel's self-declared "security zone" in the south.
Israeli forces seized the Beaufort Castle and the area around it recently, giving the military a strategic toehold it previously occupied for nearly two decades.
Speaking at a memorial ceremony, Fadlallah said: "The agreement of humiliation and disgrace signed by the authorities will never see the light of day and will not be implemented."
