The building, which housed a boys' paying guest accommodation near Delhi University's South Campus, collapsed around 1.30 pm while repair work was underway at its basement on September 6.
Stating that the plea would be listed on its turn, the bench added, "What's so urgent? You should not file the petition just in air. What is the technical information available to you?"
Additional Sessions Judge Saurabh Partap Singh Laler denied the pre-arrest bail, noting that Tyagi had suppressed a rent agreement showing him as a lessee of the building.
The MCD has made it clear that the enforcement drive against unauthorised construction, misuse of properties and dangerous structures will be intensified in the coming days.
The action was taken in view of the officials' alleged dereliction of duty and negligence, in accordance with the applicable service rules and orders of the competent authority.
