The matter has been under national scrutiny since last year, when a bench comprising Justices JB Pardiwala and R Mahadevan directed Delhi’s municipal authorities to round up and shelter stray dogs.
The top court is hearing a suo motu case, initiated on July 28 over a media report on stray dog bites leading to rabies, particularly among children, in the national capital.
Noting that it is trying to solve the issues which should be solved by the state governments, the court made it clear that Chief Secretaries must appear in person before the court on November 3.
