Raising concerns over frequent arrests of state fishermen by the Sri Lankan Navy, the CM said 12 incidents were reported this year, with 58 fishermen jailed and 266 boats seized.
Shivakumar said rivers such as the Cauvery, Krishna, Tungabhadra, Pennar and Palar were the lifelines of the southern peninsula and called for a shift from "water sharing to water cooperation".
