Police have detained scores of youth after two-day massive protests in Srinagar and other parts of the Valley against the killing of Khamenei in a joint US-Israeli raid.
Preventive detention laws grant wide powers to the executive, but they are also subject to judicial oversight to ensure that detentions are not arbitrary.
The MHA said its decision was in furtherance to the objective of fostering an "environment of mutual trust in Ladakh so as to facilitate constructive and meaningful dialogue with all stakeholders."
The court pointed out that the transcript submitted by the Centre exceeded the speech and stressed that at least a precise translation should be provided in the era of Artificial Intelligence.
