Those who have purchased and registered properties in revenue layouts across the city in the last one year may have to get their documents verified again.

This is because prima facie evidence suggests that nine sub-registrars had ignored government guidelines on preventing sale of properties registered with fabricated documents.

A committee constituted under the Deputy Inspector General of Registration and Deputy Commissioner of Stamps, examined the property registrations in the last one year.

It concluded that nine sub-registrars allowed registrations even when the parties did not submit digital Form 9 and Form 11 as mandated by the government.

The government has made it mandatory for parties to submit digital assessment register extract of the property (Form 9) and tax demand register extract of the property (Form 11) for registration of property. Form 9 contains the details of the property owner and Form 11 helps the sub-registrars assess the value of the property. Digital Forms 9 and 11 issued by Gram Panchayats bear holograms and are difficult to duplicate. The government had also directed Gram Panchayats not to issue manual Form 9 and 11.

Inspector General of Registration and Commissioner of Stamps Adoni Syed Saleem said, “Nine sub-registrars have violated the guidelines requiring mandatory submission of digital Forms 9 and 11. They have registered the properties with manual Forms 9 and 11. We are yet to ascertain if these manual forms are fake. According to procedure, we have to send those documents to the Gram Panchayats concerned for verification. If anyone is found to have submitted fake documents at the time of registration, we will ensure that a police complaint is registered against them”.  According to official sources, more than 50,000 registrations were made at sub-registrar offices in one year.
