Online system of building, layout permits launched

HMDA started receiving applications online on a trial basis a few days ago and has also approved 3 building plans and a layout

HYDERABAD: Development Permissions Management System (DPMS) for giving online permissions for layouts and construction of buildings was officially launched by municipal administration minister KT Rama Rao here on Wednesday.

Thanks to the new system, applicants can get permission online for building or layout in HMDA limits within 30 days if all the required documents and specifications are presented.

“Whether it is approval or denial, within 30 days the applicant will be informed about the status of the application. The application status will be informed from time to time by SMS and will also be displayed on the website. This will not only ensure transparency but also make sure that officials do not delay or deny the permission without a valid reason,” said T Chiranjeevulu, HMDA commissioner.

Jaya Sukanya Reddy of Peddamberpet, who had applied for a building permission a month ago, got approval through  DPMS on Wednesday.

Though DPMS was officially launched on Wednesday, HMDA has already started receiving applications online on a trial basis. While 54 applications for building permission have been received so far, three have been approved. Besides, clearance for a layout permission has also been given online.

“After applying for building permission, I had just visited HMDA office once to know the status of my application. No official had expected anything and we were surprised to see that our building permission was approved within 30 days,” said a pleasantly surprised Sukanya Reddy.

Once an application is received, it is first verified whether all the details are filled correctly, then field verification is done after which approval is given or denied.

In case of denial, officials will explain to the applicant the reasons for denial and suggest corrections. Thus, this new online system is expected to considerably reduce the time of getting building permissions from months and in some cases even years, to just 30 days.The applicant can approach an appellate authority if he is not satisfied with the reason for denial of permission.

HMDA stopped receiving applications in hard copy from Wednesday and permissions for buildings (residential, commercial, mixed use), layouts, change of land use, etc should be obtained now only online by logging on to www.hmda.gov.in website.

The online application and approval system will be introduced in GHMC and other urban local bodies by the end of June or July.
