Karnataka government yet to implement SC internal quota: BJP leaders in letter to Governor

The government also failed to call an all-party meeting and did not consult community leaders, social leaders or legal experts before enforcing the law.

BENGALURU: A delegation of BJP leaders, led by former DCM Govind Karajol, submitted a memorandum to Governor Thaawarchand Gehlot, stating that the Congress government is yet to implement the Supreme Court order on internal reservation for Scheduled Castes, though the verdict was passed over 18 months ago. They alleged that the state government has the necessary statistics in reports filed by the Justice Sadashiva Commission and Madhuswamy Committee. But still, the Congress government adopted “delaying tactics” and constituted the Justice Nagamohan Das Commission.

The commission worked for six months and prepared a report at a cost of Rs 110 crore, recommending 1% reservation for category I, 6% for category - II, 5% for category- III and 4% for category - IV and 1% for sub-castes who refused to identify with the original caste such as AK, AD and AA. But the government did not accept the report and came out with its own formula of 6:6:5 because of political pressure, the BJP leaders alleged.

“On what basis was this formula worked out? Neither the CM. nor the social welfare minister explained it. Though the government introduced a Bill in the Assembly, there was no scope for a detailed discussion. The Bill was tabled in the evening and on the basis of a numerical majority, it was passed hurriedly,’’ they alleged. The government also failed to call an all-party meeting and did not consult community leaders, social leaders or legal experts before enforcing the law.

“The two commissions -- Justice Sadashiva and Justice Nagamohan Das Commissions -- as well the Madhuswamy committee had provided 1% reservation to nomadic tribes and small sub-castes among SCs.

But the state government has gone against the directions of the Supreme Court in implementing the Internal Reservation and has become a butt of ridicule,’’ it stated.

The State Government has not provided solution to the problems faced by AK, AD and AA sub-castes. “For the last two years, recruitment has completely stopped. Around 2.85 lakh posts are vacant in the state government. It has to take steps to fill up these vacancies and protect the interests of youth. But this government is completely broke and it is bankrupt to the core and hence it is unable as well as helpless to make provision for funds for fresh recruitment,’’ it charged.
